i had downloaded the game and was facing the same problem
to run the game follow the following steps:
1)install the game
2)go to http://crackstorage.com/get_uploaded_file.php and download the crack
3)overwrite the fifa2000.exe in the directory in which you have installed the game with the fifa2000.exe in the crack
4)download the 46MB file of fifa 2000 from torrentz.com
5)use WINRAR to extract
6)copy all the files and paste them in the directory in which you have installed the game replacing the old files
7)open the game using the shortcut
