This is a virus. Namely this is the Magic ISO virus and the Net booster virus. Both of which windows defender can not stop. I have killed one computer with it. It disallows administrative access then it freezes your computer, then when you restart your registry has been rewritten and you can't recover. Windows is addressing the viruses.
